2022-2028 Strategic Plan
The 2016-2021 strategic plan was originally approved by the Los Rios Board of Trustees on May 11, 2016. Los Rios updated its strategic planning process in 2021-2022 to include an annual reaffirmation of the vision, mission, and goals, as well as an annual reassessment of strategies to achieve stated goals and indicators of achievement. In the spring of 2022, the Chancellor's Cabinet reaffirmed the strategic plan vision, mission, and goals. The Board of Trustees annually reviews progress towards indicators of achievement.

Goal 1: Establish effective pathways that optimize student access and success.
Indicators of Achievement
Access
- Maintain high overall enrollment and increase demographically representative enrollment for first time students, full-time students, dual enrollment students, and adult learner (25+) students (along with other priority populations as they emerge).
- Increase the percentage of students who complete the FAFSA/CADAA application.
- Increase the percent of low-to-no cost courses and student enrollments.
Progress, Momentum, and Success
- Equitably increase the number and percentage of students who complete key progress milestones in their first academic year:
- completion of an education plan
- successful completion of math and English
- successful completion of at least 15 units
Goal 2: Ensure equitable academic achievement across all racial, ethnic, socioeconomic and gender groups.

- Reduce and close equity gaps in all student access and progress metrics across all goals.
Goal 3: Provide exemplary teaching and learning opportunities.

- Increase equitable student outcomes on key performance metrics including (but not limited to):
- overall course success
- average GPA
- course retention
- fall-to-spring and fall-to-fall persistence
- and completion rates and time to completion for certificates, degrees, and transfer
- Achieve above average student ratings on classroom climate assessments.
- Maintain high participation in a range of employee professional learning, including (but not limited to):
- teaching innovation opportunities
- utilization of technology support
- equity minded and culturally responsive professional development, and other professional development related to fulfilling the goals of the strategic plan
Goal 4: Lead the region in workforce development.
Indicators of Achievement
- Expand programs and apprenticeships that address the workforce needs of the region.
- Equitably increase career technical education (CTE) enrollment in and completers of high-skill, high-wage, and in-demand programs that lead to living wages.
Goal 5: Foster an outstanding working and learning environment.
Indicators of Achievement
- Consistently improve employee and student ratings of campus and district environments assessed by regular climate surveys.
- Increase the demographic representation of all employee groups as compared to the demographics of students served by our district.
- Achieve above average participant ratings on the relevance and positive impact of professional development offerings on practice.
